Re: BCG will not lock back when bumped.

Check the bolt catch for abnormal wear, and make sure there's no debris under it keeping it from fully engaging. You can visually inspect engagement by looking in the breach.

The safety on my Series 70 Colt won't move unless the hammer is fully cocked.

To the OP's question, it sounds to me like there's not enough hammer/sear engagement.
