How about offering a highly advanced "permit to carry" class to those citizens who are willing and able to undergo and pass intense advanced training.
Allow them a permit to carry anywhere at anytime.
Encourage teachers and school administrators to participate.

Sadly, things have to deteriorate to this level before people wake up to reality.
