The State of CA can't revoke or suspend his DL. It can issue him one for the sole purpose of immediately revoking/suspending it so that he cannot drive in CA. If he's able to update his Georgia DL and does so, then it would be valid throughout the US, excepting CA. I thought he lived in California?...
