Shoot-first legislation has worked just fine in Texas when I was there. No problems reported with mail carriers or delivery couriers, as they usually are in uniform. Rifle ammo found at Madison capitol grounds

hollow-point rifle ammunition found outside the building...
More than 40 live 22 cal LR were found in two different locations.
Surprising how many people focused just on the rifle part, and not on the caliber.

If it was planted to clear the capitol, why use 22 instead of 9mm or 45????

There may be some tax and insurance advantages in opening it as an LLC or partnership.
In my opinion, there is a lot more paperwork for non profits (board, bylaws) and 501c3 are restricted in political and legislative lobbying.

It depends on the range you are planning for: lighter will give you faster, heavier may give better accuracy for wind or longer range.
For less than 300 yards, 40-60 should be ok.
I don't shoot enough to reload, so cheap ammo works for me.
