No permit required, can only sell to people in your own state or to a FFL holder. Seeing a permit is a good idea, as you can be held liable (criminally) if you transfer a firearm to someone that's not supposed to have one. Especially if they go do something naughty with it.

Tin will make lead harder, hence the different mixes, 20:1, 30:1, etc. Arsenic and/or Antimony also get added to make a harder bullet, these are especially helpful when heat treating bullets.

Suspect the 9mm leading is from to small a bullet for your individual barrel or like the Wolf said, a low vel/pressure load not being able to bump the bullet base and seal the barrel. If this was the case the leading would be closer to the chamber than the muzzle. I have seen bullet hardness change ...
