I know foreign companies use a metric size 209. slightly bigger in diameter than USA. Maybe those were not once fired hulls?. Or Winchester sourced primers during the shortage and used another brand in AA hulls?
I would shoot the gun with open sights - but from a secure bench....see if the gun will group prior to pouring money down the rabbit hole. Can anyone else get it to group?.
Details will make a difference...if the shooter ordered and paid for items in "his name" and then had someone else pick them up and complete the paperwork... the dealers have got an issue to explain. (unclear at this time-from the sketchy reporting I've seen)

been awhile since I had one apart... but as I recall there is a screw that comes from below and connects a safety actuator bar(forget the real name.) to the bottom of the safety. remove stock to gain access and tighten.
