The question is not on recruiting newcomers, often kids, from hunting families; it is recruitment of individuals of all ages who have no hunting history in their families or immediate circle of friends. These people have no one to borrow or be gifted equipment so have to buy everything from scratch...

My first reaction was to say "unbelievable", but in these times I had to stop myself because this is very believable coming from the left. Sad though.

The bubble wrap idea is entirely functional for your needs. But if you really want to be careful you could pick up some styrofoam sheeting from Home Depot or elsewhere and use it to layer and cut out a cradle that would fit the scope exactly inside the shipping box.
