Unloaded and cased

I have a question concerning transporting a firearm. I am always nervious about wear I keep the clips and if they should be emptied or stowed in a different location from the cased gun. What is concidered unloaded. Lately I have been emptying the clips , and keeping the empty clips with the firearm....
