To protect our children at school, we recommend a trained professional with a gun, and they recommend scissors? And they say we’re crazy? It’s sheer madness. Advocating scissors for self defense would actually be shear madness. Ba dum tshhhhh. Ha! I'm upset that we should even be laughing about this.

I was going to say that even if the letter of the law doesn't require a PTP, I'm betting most stores will ask for one simply because they would rather be safe than sorry. If they do ask for one, bringing in copies of the law might help your case.
