The magazine limit did get approved by a committee, it was amended to a "compromise" of 15 rounds (still five for shotguns). It was also amended to allow Magpul to continue manufacturing 20 and 30 round magazines, just not for sale in Colorado.

During his speech about 'reducing gun violence' he surrounded himself with children. For the SOTU he's surrounding himself with victims of gun violence. What are the odds that he'll actually bring facts and statistics to support his gun control proposals instead of more rhetoric?
