I am 58 No crimes of any kind

I have applied for a permit to purchase in Jan 2013. The St. Paul police have sent me three letters trying to deny me a permit. I have no criminal reason or mental health issues that can prevent me from having a gun permit. The last letter that was sent gave no reason for being denied. I need help.
