Couple things........

there is no such animal as a non resident permit......its a permit regardless of residency

A permit from acme county as a non resident stays with them until renewal then it is renewed thru your county of residence. (the renewal is 5 yrs down the road.)

Can't really do one on one...........have them take the online course or Independent study. Then one of us could do a range day with them or cycle them thru a range day with an existing class
