It boggles the mind how you can fight so hard to protect one right (guns) and at the same time work to deny a significant portion of the population another (marriage equality, women's rights, etc.). Do you truly not see the irony? Funny, flip that around, and that's the definition of Richard Carlbom.

Are you giving it to him or just letting him borrow it? If it leaves the state and possession of the original owner - whether a loan, gift or sale it is considered a transfer. Follow BBeckwith's advise. This is exactly why "Transfer" is used, not "sale" or "Gift". FFL ...

The things we should try and change first concerning carry would be: Replace the training requirement with a free PDF that covers the laws, standards, basic safety, and so on. Actual training, while a good idea, would not be required to defend yourself outside the home without it being a gross misd...

The requirement to notify the commissioner existed before shall-issue permits, when all of the data was held locally at the police departments.
