I've dug more than one M1 Carbine bullet out of a target frame that looked like that. I think it's due to the relatively low velocity and thick jacket.

With modern machining techniques and mass produced barrels, I don't see how you could, with any level of certainty, identify a particular firearm from any other of the same brand and model. Especially after the bullet hits something solid.
I guess the correct takeaway is: New York, Chicago, Portland and Chicago have made great strides in reducing crime over the decades and are perfectly safe places to live in.
