If all you are worried about is making some cheap plinking loads, doing something that is safe and effective is possible for the cartridges listed, although it will not optimize performance in them. Look in a reputable loading manual and I think you will find options using a faster powder like bulls...

If you shoot that with a bow, how do you control where the projectile goes? Sure, ideally in a deer (or whatever) but hit a stick, have it go off and the bullet went somewhere in left field. I can tell you that from personal experience, the southern african countries are either out of date or mostly incorrect. The AKM is probably the most common gun in that area.

Also, all it would take for 5.45x39 to dry up is another change in our import laws, or the interpretation thereof.
