No. You can either go through a FFL or you can create and retain the record (which does not require going through a FFL) - these are not the same thing. Bryan I am still confused. The 'Universal Background Check (except for criminals)' makes it illegal to send your guns to a friend without going to an FFL for a background check in both directions. We have long argued for better/expanded access to mental health care in Minnesota - generally behind the scenes at the Capitol but it crops up in our testimony as well.

I don't see this holding up on appeal given that the court called out sensitive places such as government buildings in Bruen, but we'll see what happens when it is appealed.

For what it's worth, the ACLU of Minnesota submitted written testimony and testified against several gun control bills this past legislative session, including UBCs and Red Flag Gun Confiscation.
