Wondering if the GM employees were giving him direct referrals? ie - just referring customers directly to him when they weren't interested in the offers that GM was making for their used firearms. He could probably offer more than what GM was paying and then turn around and resell for a little profi...

Seems likely it's a permit holder and he should have stayed and taken responsibility. And frankly seems kind of dumb that he didn't. Targets usually have tons of surveillance cams. So, guessing they will identify him eventually. If he used a credit card to pay, they'll identify him from the surveill...
