You seem to be forgetting the fact that there are two rule books; the one that applies to us peasants and the one that applies to government agents. As the government gets to make both rule books they ensure ours heavily restricts our actions while theirs is literally a series of blank pages.

In order for users to get infected by this malware they need to download it (in previous versions you had to enter you administrator password which is still true if you are running as a restricted user ...
