• bad data ( either flat-out wrong published data ... failing to correlate it with another source ... or if it ain't close enough, a bad guess ) • loose powder-measure setting ( check it as ya start each new 100rd "batch" ... also a good idea to re-weigh at some regular frequency, as well ...

and then get build an upper. Nothin to build a lower ... pins are pins! ... can always swap out a trigger, trigger-guard, grip, or stock! Upper's where the action's at! ... handguard! ... bbl! ... comp! ... that's what defines the gun! Only reason I'd ever buy a whole upper is to acquire parts! 8-)...
