Where is this bulge exactly?
I have seen bulges from seating the bullet slightly to one side or the other (the case doesn't properly center in the shell plate and the bullet leaves a bulge in the case where seated)... usually this shoot, albeit with a bit less accuracy.
The only time I have seen bulges at the base of the case was when someone hogged out their chamber to try and improve reliability... (read glock .40 S&W) and then you get something that looked suspiciously like a belted case. Those would not chamber (except in a glock... sometimes.)
If you are having this happen with new brass, and its up at the bullet end, you are probably dealing with a dirty shellplate. Not unusual to get brass shavings/dust when you size new brass.
As to "Sizing a loaded round"... while not saying to do it, fundamentally, that is what a Lee factory crimp die does.
