Dillon 550 powder measure, dropping excess stick powder?

So quick and dirty, here is the problem (or non issue but messy hassle?):

Loading 30-06 rifle, cases are all prepped within acceptable specs, my powder measure is throwing consistent charges into the case, and then when the case is withdrawn downward out of the powder die, another 5-10 little "sticks" of powder (for instance I am using IMR 4895 which is a stick shaped powder) fall out onto the shell plate and wherever else they end up.

I've run the powder die up and down in the toolhead, seems to make no difference. The powder funnel is dropped in the same orientation as all my other powder funnels for other rifle and pistol calibers. So what am I doing incorrectly? Or is stick powder just going to give me this little hassle on this particular press/powder measure?

Weighed 10 cases in a row, all charges are within .2 gr, which for the current application is just fine for my current tolerances.

Not familiar with your setup but are there ledges or edges where powder can hangup waiting for some vibration to shake it loose at a bad timing?

Is there any way to give it a double tap - even on outside every cycle to shake those grain loose?

I had that once with Vihtavuori N140 and 308. It went away when I cleaned the powder die and funnel (q-tip).
In general you have to make sure the powder slide makes full strokes (you already checked that by adjusting the powder die up and down).
The old style measure worked with the dual springs on top to ensure full return and the new style (cluncky) powder measure relies on the failsafe rod to be adjusted right.
Maybe a little pause in the cycle on the downstroke to give the powder slide more time to empty in the case?

Could try a pause in the downstroke, that had not occurred to me.

On the dillon I have at least, there is no jiggle to anything while the shell plate has cases in the dies. I tried up to short of bending something, but it didn't stop the extra sticks falling out.
