Need steel shot reloading help

My father has a special project he would like to get done before next weeks duck opener. My grandfather(father's father) passed away this June. He was an avid duck hunter and fisherman and spent more time on the river than I could ever hope to. My father is looking to reload steel shot with his father' ashes in them and have a 21 gun solute in our own way out on the river on duck opener. Our preference would be 3" shells with 2, 3 or 4 steel shot loads. Your advise would be greatly appreciated.

Don't.

If you want to shoot the ashes, loading as per a light trap load without shot, using the ashes as the shot, and an overshot card to allow it to crimp would be capable of doing the salute and ash deposition, but steel is real funny about buffers, and who knows what the pressures would do if you mixed the two.

The trap load thing is what a friend did for one of his hunting mentors, and while not the best report, it did work.
