Yes that would be the case. It would really suck, and the powder would be turned into fertilizer.
Thankfully, my wife can reload (but doesn't) and knows to never mess around with my reloading bench. She doesn't even complain, when it is totally messy (most of the time) For some reason, I have to clean my bench, before I can start reloading.

Why would they design the case to be that size if they didn't want you to fill it up.... duh
