Seems like they just didn’t want to stay open.

No
You can’t dock their pay then. Voted in? Time for a recall?

+1 I agree
WAY too many ways to remain open, and they chose to be fuddies.
GOV Walz has come out with an executive order to "Shelter at Home" for 2 weeks, March 27th through April 10th.
Note: Anyone found to violate this order could get a misdemeanor citation of $1k and/or 90 days jail.
In accordance with the Governor’s executive order, OGC Board is closing the range. All member access to the range will be temporarily shut down. The OGC Board will evaluate the situation on about April 10th to address opening the range.
If we unite on this short time frame, we could be helping to impede the spread of the virus.

I'd not be at all surprised if the governor extended the order. Schools are closed until May 4, restaurants etc. until May 31, Trump is asking for shutdown until April 31, and the situation on the ground is shining rapidly and so is our understanding of it.
As for the shutdown, the board will reconsider on April 10, and that seems perfectly reasonable.

They could have, but they didn't.
They made a decision, and have stated when they'll reconsider.
You simply can't run an organization by changing your mind after every news report. Some stability is necessary.
