Shade's Landing Inc. has two classes this weekend for Carry Permit Training (Multistate and MN)

Sat. 9/15/2012 - at Miller Chevrolet in Rogers (upstairs classroom) Range at 10am at the InRange in Monticello.

Sunday 9/16/2012 - at the InRange in Monticello.

Cost:
$85 or $75 prepaid for MN, FL, AZ, CT. ME, NH, WI
$125 or $110 prepaid for MN, UT, FL, AZ, CT, ME, NH, WI

Does WI offer non-resident permits now, or is this class just for WI residents?

CT is listed, but the class doesn't meet CT requirements for a permit.
Your site says:
Saturday September 15th, 2012 12 noon until 4pm
Range is at 10am
The range component for the carry courses is 10 to 20 rounds at 15 to 21 feet.

which consists of a 10 hour course including at least 50 rounds of live fire, safe firearm handling, firearm
parts and operation, ammunition and its function, shooting fundamentals, selection, cleaning and storage
of a firearm, etc.

You are required to complete a handgun safety course, which must consist of no less than the NRA's "Basic Pistol Course," prior to submitting the application. The NRA's "Home Firearms Safety Course" and "First Steps Pistol Orientation Program" are not approved courses.

It is for WI Residents only. WI does not offer non-resident permits.

You stated: CT is listed, but the class doesn't meet CT requirements for a permit.

It does for non-residents.

A non-resident is NOT required to take an NRA Basic Pistol Class. In fact you don't even need a course if you already have a permit from another jurisdiction. But for those who don't, this course will get them one that is needed to obtain the CT permit.

From the CT application:

"You must hold a valid permit or license to carry a pistol or revolver issued by a recognized United States jurisdiction.
Complete this form and submit to DESPP, Division of State Police, pistol permit location along with the below:
 Completed State of CT and Federal fingerprint card with $50.00 fee and $16.50 fee payable to Treasurer, State of Connecticut for criminal history background checks;
 Firearms Safety & Use Course Certificate;
 $70.00 payable to Treasurer, State of Connecticut;
 Completed Application for State Permit to Carry Pistols and Revolvers form (DPS-46-C);
 Complete DPS-129-C and attach 2x2 color photograph (passport style), sign and notarize form;
 A copy of the permit or license to carry a pistol or revolver issued to you by a recognized United States jurisdiction;
 Proof you are legally and lawfully in the United States (e.g., certified copy of birth certificate, U.S. passport or documentation issued by I.C.E.).
Provide Out of State Pistol Permit Information:

Note: Section G of the CT application does ask for proof of training in a firearm safety course.

Submitting a copy of our certificate along with a copy of your MN permit has always been enough for CT for the non-resident CT permits.

Spoke with Detective Musial of the Special Licensing, Firearms Division of the CT State Police this AM.

According to Musial, they do approve "equivalent" courses based on content. Any Instructor who wants to have their course-ware officially approved must submit the complete course to them for certification. He stated our certificates may have been accepted in the past, but to be sure they are in the future, courseware should be submitted for their approval or more simply - just use the NRA Basic Pistol course.

Our current carry course is not an 8-hour course as you pointed out, and does not require 50 rounds. So to that end, it does not qualify for the CT carry, even though it had been accepted by CT in the past. We'll remove that from our course description. Thanks for bringing that to my attention.

I wouldn't have guessed that WI residents would be willing to travel to Monticello. Just based on your post and website, I would have assumed that the course was for MN residents.

They do on occasion (Wisconsin residents travel to our classes). We've had people from DE, AZ, OH, IL and other states travel in for our courses as well. Last night, a Florida resident took our class. So yes. They do travel to MN to take our classes and I am sure other instructor classes as well.

handgunlaw.us has updated the CT page after talking with the person responsible for processing non-resident permit applications.

Note: CT is very specific in what training they will take. They State: “You are required to complete a

Approved Courses are the NRA Basic Pistol course or a class which is equivalent to NRA Basic Pistol and
which has been submitted to CT and approved by CT. If an instructor has not submitted their course,
syllabus/outline, and gotten official approval, then the course does not meet the requirements and a non-resident applying for a permit will have the application returned.
