Because the way caucus states work....
Delegates are elected at each precinct....the number of delegates is based on a formula the Republican party uses but is usually based on the number of votes in the last MAJOR election, that were for the republican, that came out of that precinct.
Then all the delegates from each county, hold a county convention, where they elect delegates to go to the state convention. At the state convention, they elect delegates to the national convention.
Organized supporters do much better in this process, lets say a precinct is electing 6 delegates....The Ron Paul camp ran at least 6 people in that precinct for delegate....often times, the unorganized campaign may only have 3 or 4 supporters running as a delgate. You can see that if this is the case, there is a better chance or RP delegates being elected.
So organized campaigns usually get more delegates.....
We won't know for certain untill June, but the odds are, Paul got more delegates than his precentage shows.....I could be wrong, but he is very likely to get AT LEAST 7 delegates out of Iowa.
