Just out of curiosity what is the process and requirements currently tlo sell to a private party and when is the cut off date for those things to change if they (please forbid...) do change?

You have to have no reason to believe they are not eligible to own a firearm. Past that I don't think there are any requirements.

If something like this passes, I wonder if an in state sale will be acceptable. If not, there will be an FFL paper trail of the sale as I understand this.
