Manchin-Toomey bill and classified ads
Joe Manchin has a factsheet about his new background check bill posted on his .gov website. The factsheet talks about internet sales, and correctly says interstate sales require the firearm be shipped to a dealer who does a background check, something the media rarely mentions. He goes on to say that currently intrastate sales do not require a background check, and how his bill changes that. I saw him on the boob tube, also talking about internet sales. Advertise your Rifle on the MNguntalk trader site, and it looks like that internet sale would need to go through an FFL, even if you meet the buyer FTF and he's a resident of your state.
It also appears that he left something out of his talking points- if you advertise a firearm in any PUBLICATION, not just on the internet, a background check would be required. So if you place an ad in your local paper, it appears you'd need to go to an FFL with the buyer. However, you would be allowed to post an ad on a "cork bulletin board at your church or your job without a background check." (from his fact sheet about the bill) Ain't we lucky!
