The Freedom from Improper Regulation and Enforcement Act is intended to forestall not only the federal government but any state from passing magazine restrictions. It's the latter I don't get: how can an act of Congress forbid states to pass legislation? I thought only the US Supreme Court could strike down a state law and then only after a suit was appealed to the S.C.
