The Philly Mayor Michael Nutter was talking about 20-30 casings found at the average scene (doesn't give credence to how many magazines were used. 4-6 mags with 5 rounds each or 1 40 round mag, how can you tell from spent casings?)

He also talked about more headshots in Philly than ever before. Well, I'd say that the crooks are well-prepared for the Zombie Apocalypse are a heck of a good shot. No problem there.

From the whitehouse documents:

A 2010 survey by the Police Executive Research Forum found that more than one-third of police
departments reported an increase in criminals’ use of assault weapons and high-capacity magazines
since the prohibition on high-capacity magazines and assault weapons expired in 2004.

To translate: Between 2004 and 2010, 33% of police departments reported an increase of crimes using ASW's and higher-capacity magazines. It is funny they worded this statement, they make it sound like criminals using ASW's and high-cap magazines went up 33%.
The crime rates show that violent crimes that involve firearms increased between 2004 and 2010 (as did crimes involving fists and kicking), so I do not see what saying that one out of three police departments saw at least one more ASW crime over a 6 year period.
