I don't understand why the NRA would openly oppose that. Aren't the two legislative efforts compatible?

I sometimes question the NRA's motives. Do they oppose because it would give credit to another group and not them.

A couple thoughts.

If this is the bill in question, http://www.smalltransportation.org/files/95356400.pdf.

1) This bill has zero chance of passing through congress, and an ever lower chance of being signed into law by P'BO.

2) Even if this bill passed, there'd be nothing to stop the current administration from imposing onerous qualifications and fees.

3) To say national reciprocity is unconstitutional, but this bill would pass judicial scrutiny under the commerce clause is laughable.

ETA: I'm not saying I oppose the thought of this bill, just that it would never happen. ;)
