I think the people making the accusations are free from liability mainly because they're telling the truth, and people who do this sort of stuff rarely limit themselves to one victim. Nobody wants to be the first to say anything publicly because they're afraid they won't be believed. Once one person says something, others are more inclined to tell their stories, especially if the perpetrator starts denying.

The 1st amendment and freedom of the press to report on matters of pubic interest is so important that the courts have determined that public figures must prove not only that a statement is harmful and false, but also that the person making the statement knew (or should have known) it was false in order to win a defamation case.
