Hennepin County ptc appt only 10 week wait

I just received a text from one of my ptc students. Hennepin County is requiring an appointment to drop off a ptc application. The first available appointment is 12/18/2020. Doesn't this violate the 30 day provision in 624.714?

The 30 day provision doesn't start until they accept the application
