You can always use a block or upholstery foam on the floor of the safe to raise up the guns to rest on the dividers.

Got just the $20 rifle rod expansion kit, and the velcro sticks fine to my safe's carpet under the existing shelves. Works really slick and lets me keep the scoped rifles in back, close but not touching. Best is I can keep the carbines in front and if ever needed I can just yank them out quickly. Very happy, and still have some rods leftover.
