County B is the Little Canada/Maplewood border, so since Joe's is on the North side of B, they are technically in Little Canada. However, it seems that the Post Office can't get it straight. In that area, it seems that all the ZIP codes resolve to St. Paul. My mail and packages come through the Roseville Post Office, but are often addressed "St. Paul". For that matter, the Post Office has a different spelling for my street than is on the street signs!
