Scary - why would he need a copy and especially a copy that doesn't go with anything you might be buying or selling? What state are you transferring from and to whom?

I won't speak for Thunderjohn, but if you're looking to do a dealer transfer through an FFL, most of us prefer that you have the seller contact us directly to get a copy of our license. It isn't something I would send out at random.

Isn't that SOP? Some dealers don't have a problem with making it easily accessible.

I won't give it to anyone I don't know.
Some people have gotten a copy of an FFL's license and tried to do FTF transactions with another dealer at a show,
and the selling dealer didn't bother to also get ID from the supposed dealer.
