Call me silly....

Way I would do things...

Go to the MN BCA, get a print out of your record.
While at the BCA, get a copy of your fingerprints so you can file with the FBI and get a copy of THAT record as well.

Contact a good GUN LAW lawyer. (mark Berris and David Gross both come to mind.)
If it shows it should be clean and you are not a disqualified person, go down and fill out a 4473 to buy a long gun.

If that comes back delayed, don't get too worried.

If it comes back denied, find out what's in NCICS and get a copy of your record. If need be, file an appeal.

IF you get ticked about getting delayed on your purchases, go back and file for a PIN Number

For a permit to carry, you will need to take a class from an instructor that is certified by an organization that is itself certified by the BCA. After completing that class, you can apply at your county Sheriff's office for the actual P2C.

There are tons of instructors here on this forum - or you can also look over at carryforum.com and find one there as well. I'm assuming you're somewhere in Washington County since you mentioned Stillwater PD for your P2P. Several instructors teach out at the Oakdale Gun Club - check their website for more information.

However, you may have issues getting your P2C since you're running into issues getting your P2P. I would recommend following through on the suggestions others have made here and consult with an attorney and follow their advice & direction.

Thanks everyone.

If they denied you, they should have sent a letter telling you why. If they said you are a convicted felon and as you said, your rights was restored.
Then take the papers that shows that your rights was restored and show them the papers.
I have seen this at my shop about 10 times a year and the guys have no problems, getting their PTP. This will save you time and money.

Alright, I'm genuinely confused. What IS the proper context for the statement that "I did not assault the arresting officer"? And beyond that, here's a serious question: What percentage of all people who DID assault the arresting officer would come out and say exactly what you did? 98%? 99%? Are you seriously thinking some of these statements through before you post them, and what they look like to the rest of us??

I don't know the age of this post but Marc berris has helped me twice once for my permit to carry and once for a criminal matter. I would not hesitate to call him again if I am in need of legal help.
