I didn't see anything in the article about a new database for handgun buyers, unless you're referring to the snip quoted in red below. As of right now, it does not exist. It will supposedly be part of the "reforms" that the Obama administration will propose. My guess is the "paper trail" will be stripped from the proposal by congress.

You are right. I translated "electronic paper trail" into database in my head cause that is what I think they mean. Good thing that like you say, congress will strip this out.

But in a nod to the difficulties of getting legislation through a Republican-run House of Representatives, only executive orders or administrative actions -- and not an actual bill -- are expected to be handed to Congress.

The Senator says it was a setup
http://thetruthaboutguns.com/2011/07/daniel-zimmerman/senator-lori-klein-gives-ttag-her-side-of-the-story/
During the interview, she didn’t whip out her gun to show it off. The reporter specifically asked to see her gun. He then wanted her to demonstrate the Crimson Trace laser. Senator Kline complied, pointing the gun toward a wall and activating the laser.

The reporter then approached her, momentarily getting himself between the gun and the wall. The Senator said that as soon as she realized the laser was on his chest, she immediately lowered it. She also made a point of saying that she doesn’t know whether or not Ruelas got in front of the gun intentionally or not.

Klein went on to say that there’s no excuse for allowing the gun to laser the reporter.
