Do I need to take a class BEFORE I apply for the PTC?
I'm sorry, I cannot resist.
It does sound funny taken out of context, but I am here for information, not to be laughed at by a guy hiding behind a monkey.
For a permit to carry, you will need to take a class from an instructor that is certified by an organization that is itself certified by the BCA. After completing that class, you can apply at your county Sheriff's office for the actual P2C.
There are tons of instructors here on this forum - or you can also look over at carryforum.com and find one there as well. I'm assuming you're somewhere in Washington County since you mentioned Stillwater PD for your P2P. Several instructors teach out at the Oakdale Gun Club - check their website for more information.
However, you may have issues getting your P2C since you're running into issues getting your P2P. I would recommend following through on the suggestions others have made here and consult with an attorney and follow their advice & direction.
