Another option is if you have an LLC or other entity and can register your NFA items too that entity. Like the trust you don't need the CLEO signature. Unlike the trust you also wont need fingerprints or pictures. People also claim the approval process is faster since there is less paperwork. I'm not sure you could prove or disprove that.

All you send are
2 Copies of your Form 1 or 4 (printed double sided)
1 Certificate of compliance
1 Copy of Articles of Organization for your LLC
1 Check for $200 made out to Department of Treasury

you know, that whole blanket "I won't sign" and "I won't issue" thing might get real interesting here in the near future depending on how the CA carry lawsuits turn out.

There's a LAW which sets out the process as well as reasons a person can be denied. The purpose of the CLEO's signature isn't to grant permission, it's affirming they don't have anything SPECIFICALLY on the ACTUAL APPLICANT which would lead them to recommend a denial.

It's totally an abuse of power. This is what they sign off on, on form 1.

I have no information that the maker will use the firarm or device described on this application for other than lawful purposes. I have no information that the Possession of the Firearm described is item 4 on the Fron of this Form would place the maker in Violation of State or Lacal Law.

Pretty clear cut to me...

Seems the rumors of denial of signature have been somewhat exaggerated.
