Slow down. There is NO registration here, and no restrictions on private party transfer (beyond same state resident, of age, and ask if they are prohibited). The rest is just paranoid BS. Ignore it, and buy and sell all you want. Most of us do. As far as how this state got this way, you do know that Minnesota is "The Red Star of the North" don't you? Look at our Governor and US Senators. Really. I moved here for work, quality of schools and roads, and the ability to "contribute my fair share" to all the amazing social welfare programs
