I need to verify the legalities of the following Proposed action.

My son, who grew up at his mother's place in Wisconsin and still has a Wisconsin Drivers License, is now at stage in his life that he wants the firearms I have reserved for him.

FIREARMS PACKAGE
Ruger Single-Six 22 revolver and LH gun belt.
Remington 597 22LR rifle - scoped
Mossberg 500A Pump Shotgun

Edited to remove info no longer required.

Q: May a parent or guardian purchase firearms or ammunition as a gift for a juvenile (less than 18 years of age)?
Yes. However, possession of handguns by juveniles (less than 18 years of age) is generally unlawful. Juveniles generally may only receive and possess handguns with the written permission of a parent or guardian for limited purposes, e.g., employment, ranching, farming, target practice or hunting.

I suspect the issue of other state residency will be your guide. Don't act on my advice, but I believe you'll need to transfer to an FFL in their state.

"Did you gift them before they turned 18"?
Yes for most items.
(Sure thing-you betcha for some items)
No for some of later items.
Guess I should call BATFE.

At least he's moving to Texas and not California. (CA wants a $25 registration fee for each handgun) TX loves guns.

I just talked to Special Agent Meyer at MN office of BATFE.
I need to take to a WI dealer for legal form 4473 transfer.
Any WI FFL dealers here online?
BATFE said 1 form would only be required for all firearms transfer.
And that dealer would specify whether he needs to see guns physically, or whether my bringing pictures and serial numbers would be sufficient.
Any WI FFL's and what cost?

You are 100% correct Sir - according to BATFE.
