I read on Mn department of safety website that there is two ways of purchasing a hand gun. Choice one was to go to your local Pd and fill out ptp form. The other choice was to go to the dealer where you are planning to purchase the gun and fill out some type of form there. Has anyone had experience with choice two. I will post a link where i got the info from.

You can also get a permit to carry or buy from someone in a private sale. With choice two there is a 7-day waiting period to purchase handguns or "assault weapons". With the P2P/PTP there is no waiting period once you get the permit and pass the NICS check.

Years ago i just filled the paperwork out at the dealer, but that was in the late 80's. Now I just use my PTC.

They are both pretty much the same, but if you go to the cop shop you will get a ptp thats good for a year.

I don't know if the "fill out the form and the dealer and wait for a week" method is actually used anymore, simply because the PTP method is FREE and less work for the dealer.

Does anyone know of any dealers that have recently processed any sales this way?

You can still do it thorugh the dealer, but it is the exact same form, going to the exact same law enforcement agency as a permit to purchase. You still have to wait for the permit from the issuing agency, which is legally required to be done within 7 days (most counties take significantly longer). If you do it that way, the permit is a "permit to transfer" and is only good for that single transaction, with that particular dealer. Much simpler to just get a PTP.

Only problem is i work Monday through Friday and by the time I'm off work my local Pd office will be closed, can't really afford to take days off... times are tuff. Would i also need to get a permit to purchase ammo.. I'm new to this

No permit to purchase ammo. You could download the form and fill it out and go before/after work or possibly on a weekend. Call your local PD and ask.

You need to be 21 to purchase HANDGUN ammo.

RIfle and shotgun ammo - 18.

Really? I thought only a licensee (such as an ammo manufacturer/ FFL) was restricted in selling "handgun" ammunition to someone they had reason to believe was under 21 per the GCA. Do you have the law handy that you're referencing?

When I first moved to Minnesota, I inquired at a couple south Metro area dealers about using this method, since I didn't have a permit. None would do it.

Yep. It's a matter of your doing the work, or their doing the work. And they'd rather you do it.

You'll have to dig around TItle 18 of the Federal Criminal Code, I think. My 19 year old can't buy ammo for his Springer 1911. He's tried.

Q: Does a customer have to be a certain age to buy firearms or ammunition from a licensee?
Yes. Under the GCA, long guns and long gun ammunition may be sold only to persons 18 years of age or older. Sales of handguns and ammunition for handguns are limited to persons 21 years of age and older. Although some State and local ordinances have lower age requirements, dealers are bound by the minimum age requirements established by the GCA. If State law or local ordinances establish a higher minimum age, the dealer must observe the higher age requirement.

that's why when you go to buy .357 ammo, you tell them it's for a rifle.

Before I had my PTP, now PTC, dealers never offered the 7 day option.
Understandable, as not only does it remove some work from them, it also removes a bit of liability.

As far as handgun ammo... .45 acp is a rifle cartridge too!
