I have rarely seen any shenanigans at Burnsville, and any I've seen get noticed and dealt with accordingly.
I think it has a lot to do with having to bring your own gun. Different class of shooters than the rent and giggle crowd.

When you say "mandatory" do you mean a law or how would that work, and who would over see it?

Well, I should describe ear full I guess. 1st time they do it I would say "Please use common sense and safety rules when handling your weapon. I don't feel like getting shot due to negligent behavior on your part." followed by letting the RSO know. No point in swearing or getting hostile at them. Honestly though, they are pretty on top of things at BPR, so chances are very good that I wouldn't have to say anything there. Now at the "rent-a-boom-stick" places, well, that's another story. More idiots there than at places which require you top bring your own weapon. At either place though, there should be zero tolerance of b.s.
As for training, you have to go through a class and qualify to get a CCW permit, right? So why not require everyone who purchases a firearm provide one-time proof that they have had basic pistol / firearm training? (obvious those currently LE/in the US military or recent dischargees within say the past 5 years prior to purchasing a firearm, would be exempt from the training requirement.) I don't think such a certification for basic firearm safety would/should need to be renewed, because honestly all the certs in the world aren't going to do any good...only good habits can do that. The thing is that it would prevent gun owners (meaning anyone who just buys a gun) from owning one without being properly trained in handling, cleaning, care, and proper use of them. Likewise, the basic firearms safety course should be required for anyone who wants to shoot a firearm. I know though that would cut into the bottom line for all of the "rent-a'boom=stick" places where anyone can just go and rent and shoot a firearm. On the other side of that though, maybe it would lower the insurance costs and/or other expenses by these places since you would only have trained people using firearms.
I'm not a fan of government or legislation to micro-manage our lives, believe me. Big government and laws suck. It should be (for example), common sense to NOT text and drive, yet idiots of all ages do it and put everyone else at risk, so there must be a law(s) to try to stop it, punish people, etc, I know that it doesn't stop it 100% because there are those idiots out there who are committed to self-centeredness and stupidity; but it's illegal to cull the herd of stupid people, so laws are the best we can do.
(On a related side note, I still think that CCW permits should be renewed because laws change, etc.)

Your first paragraph argues against your second, but lets stay on topic.
From the sounds of it there must be a lot of deaths/injuries/damages at the "rent-a'boom=stick" places? I know there was the one a few years ago where the guy tried to off himself, but it must be a bigger issue than I notice.

In my opinion, freedom is too high a price to pay for some pseudo security provided by the government. You big government people that would rather be safe can hole up in your basement and quiver in fear. I'd rather walk in the sunlight knowing I can do what I want, even if that means I could cross paths with some stupidity that will end it all for me.
