In Nicollet county it is very common to issue PTC in under a week. Blue Earth County a week or so, but I was told by three that applied for their PTC In Blue Earth on a Monday and it arrived in the mail on Wednesday of the same week. Normal, probably not, but the counties like Blue Earth, Nicollet, LeSueur, Brown, etc., are not playing the silly games as some of other counties in the metro area.
Now I guess my question is why do you care, unless you are a nonresident of Minnesota, it does not matter? If you live in Blue Earth County, don't matter what Nicollet County does and vice versa, you have to apply in the county that you reside in. But in my experience, both counties have been very efficient in issuing PTC's.
As far at PTP, if you live in the city limits, such as St. Peter, Mankato, etc., you must apply to the chief of police of that city. Only if you live rural or in a small town that may not have a police force like Kasota or St. Clair do you apply to the county sheriff department of that county. Do not know about Nicollet county and how long in issuing a PTP, but in the past Blue Earth county has issued well within the required time frame, actually much shorter.
