i'm chiming in late here but i'm assuming that the gunsmiths over at Bill's can tap and drill a stock and install sling swivels, correct? Any of you have this done? If so, how much did it cost?

Why don't you call and ask them? Ryan at Bills is a great gunsmith. I would recommend him to anyone! Never worked on any of my guns (do most of my work myself) however he has given some very good advice while shooting out at Oakdale a couple times. Saved me some throwing parts at a gun to trouble shoot my issues and is generally a good guy and a great USPSA shooter.
