A Quick question on Minnesota Permits.

Hey folks.
So I have been living in the Mankato area for about 5 years now and guns have never really been part of that equation. Just me, my dogs, my cat, and my fiance. I recently inherited a J.C Higgins Model 20-12 ga Power-Pac, from the late 50s or very early 60s before High Standard took over. Anyway now that I am back into the game a friend of mine and I went to a few stores around here looking at the selections of firearms and something caught my attention. I happened across a Mossberg tactical .22 and decided I had to have it. There was one issue here. On the tag there was a sticker that stated I needed a permit to purchase and carry to be able to buy a semi-auto assault style firearm. The salesman I talked to was pretty clueless to what the sticker meant.

I was wondering how I would go about getting this permit to I could pick this .22 up. Any help would be great. Thank you all for reading.

1. Go to your local police station and fill out the paperwork for a Permit to Purchase. It's free, takes 7 days and lasts one year.

2. Take a class, then submit your paperwork for you Permit to Carry at your local sherrif's office. This will take 30 days minimum (depending on how quickly you take the class) and can cost from $160 and up depending on your instructor. In addition to being a permit to carry, it also acts as a Purchase Permit. This is good for five years.

Do them in that order, and you will have your tactical .22 in a week, and your permit to carry shortly after. :)

(to be fair, you only NEED the permit to purchase, but why not get your carry permit as well?)

It seems really silly though. If that .22 had wood furniture you would only need a DL and to be over 18 to buy it. Since it has rails, and is black you need a permit.

Very very silly.

Thank you. I believe it said the permit to purchase or permit to carry. Considering the permit to carry acts as both I might consider this. What exactly is a permit to purchase? And DL means...dealer license? Sorry for the new-be questions, the lingo and abbreviations of the gun world are a bit staggering for me right now but I am sure I will figure them out eventually. The age limit is no issue, so at least that is one thing I will not have to worry about. I appreciate the fast reply.

Sorry......

A permit to purchase is exactly that. It says you have gone through a background check, and are legally able to purchase Handguns and "Tactical" "Assault" style weapons. It will have your name and address on it, and you present it to the dealer for your NICS check [National Instant Criminal Background Check].

DL = Driver's License.

If you were going in to buy a Ruger 10-22, or any other rifle that doesn't look like a modern military rifle, you wouldn't even need the PTP [Permit to Purchase]. Just some paperwork and your Drivers License. That's why I think it's silly.

Here's another thought for you. It is perfectly legal fo ryou to buy that rifle from a private party without the permit. Problem is most folks will require to see it so they have some idea that yuo aren't a restricted person, meaning you are legally able to purchase and own firearms.

Keep asking questions, we will do our best to answer them for you.

Perfect, thank you for the explanation yet again. I agree with you in thinking that it is somewhat silly. But hey, the loops could be harder to jump through. I figure I will get on that PTP soon then, and then eventually pick up a PTC? Lets see if I got that right. As of right now I think I am out of questions, but I know I will have more in the future. One thing to clarify, the assumption is that you live in the Mankato city limits, then yes you would go to the Mankato Police Department to apply for a permit to purchase/acquire. If you are outside the Mankato city limits, then you go to the sheriff department of the county that you reside in to apply for a permit to purchase.

For a permit to carry and if you live in Mankato, that would be Blue Earth County Sheriff Department, they have been issuing in less than a couple weeks, more in a week time frame. Same for Brown, LeSueur and Nicollet counties. All permit to carry applications go to the county you reside, does not matter if in or out of the city limits.

There are at least 3 permit to carry instructor in the Mankato area, prices start at about $75 and that includes the range, no extra training fees that I am aware of.

Thank you Cobb. I appreciate the input. I am indeed in Mankato City Limits, so thinking that I would go to the Mankato Police Dept was correct.

Part of why I brought my wife along for my carry class was because I didn't want her to get the info from me.

When I was at Ahlman's a while back I was told a law change occurred and now a PTP is not required to purchase an AT-15. Maybe we have an FFL in the forum that can clarify.

I don't think the AT-15 ever came to market but assuming you mean AR-15, the state of MN requires a PTP or a PTC to purchase.
