Research the target person thoroughly and make note of their interests and work. Information secured from background checks, criminal record checks, credit checks and employment history can aid an investigator in deciding when to conduct their main stakeout and what would be the best place for the stakeout to take place.
Know the location thoroughly before conducting the stakeout. Knowing target's neighborhood, local neighborhood watch groups, the type of car commonly seen in the area and the times the target's neighbors are at home help make the final stakeout more secure. Take a walk or jog around the block, getting to know cars and routines of the street to help identify unusual activity later
Choose the most appropriate location for the parameters of the stakeout. Not all stakeouts take place in darkened cars; empty houses and borrowed rooms with good views can be appropriate. If choosing a car, make sure the age and model is appropriate for the neighborhood.
Stay legal throughout the course of the stakeout by preparing in advance. Know the local traffic laws, surveillance laws and taking a witness along who can attest to your procedures all help to ensure the stakeout stays legally useful.
Record the stakeout with equipment and written documentation. Keep a note of times and events in both electrical and manual form. Backing up a camcorder or digital camera with written notes signed by a witness ensures accuracy of recollection and can provide both you and a court with evidence of the stakeout proceedings.
Stay hidden from the target using discretion and disguise. Stakeouts can lasts for many hours meaning the target may move to different locations. Use disguises to follow a target or have a change of clothes. These steps can help you blend in and stay out of sight.
Plan on and be ready to be caught conducting your stakeout. Having a good cover story to share with nosy neighbors and other suspicious people will save on complications. Backup documents like business cards and photographic identification help legitimize your story.

It does make me wonder though, are there legal issues with inspecting a rifle in a public place? Even if it never leaves the trunk of the car?
