So to the OP I would suggest trying to follow up with some info if you know the guy. Because if he does something stupid with it it could be a felony.

I think YOU need to read this extra carefully. I'll sum it up for you: A seller needs to know that the buyer is a MN resident, not a felon, and reasonably sure the weapon will not be used to commit a crime.

I recommend you know for sure what you are talking about before giving out law-related advice.

There is currently no way for a non-FFL to conduct any sort of background check. The NICS system requires an FFL ID.

Ok. here's how easy it is to understand. yes there is no way a non ffl can do a background check. THEY AREN'T ASKING TO DO IT!!! THEY ARE TELLING YOU TO GET A COP TO DO IT!!! 609.66 SAYS THAT IF IT'S A PISTOL OR AN ASSAULT WEAPON THERE HAS TO BE A BACKGROUND CHECK!! 624.7132 SAYS IT ALSO!!!BUT 624.7132 ALSO SAYS THAT IF IT IS A RELIC,ANTIQUE, OR CURIOSITY YOU DON'T HAVE TO GET A BACKGROUND CHECK OR SEE A PTP OR PTC!!!!!! 624.7132 ALSO SAYS THAT IT'S OK TO LOAN FOR A CERTAIN PERIOD OF TIME.

SO......
Subd. 12.Exclusions.

Except for assault weapons and pistols(609.66, subdivision 1f), this section shall not apply to antique firearms as curiosities or for their historical significance or value, transfers to or between federally licensed firearms dealers, transfers by order of court, involuntary transfers, transfers at death or the following transfers:

(1) a transfer by a person other than a federally licensed firearms dealer;

Subd. 2.Investigation.

Upon receipt of a transfer report, the chief of police or sheriff shall check criminal histories, records and warrant information relating to the proposed transferee through the Minnesota Crime Information System, the national criminal record repository, and the National Instant Criminal Background Check System. The chief of police or sheriff shall also make a reasonable effort to check other available state and local record-keeping systems. The chief of police or sheriff shall obtain commitment information from the commissioner of human services as provided in section 245.041.
