Based on what was explained to me by another FFL holder, it may be that the person gone is the one holding the FFL, not the business. If so, then the gun can be received but not recorded so it is not available to be picked up by the buyer. One of the FFLs could expound or trounce this but it is what was explained to me upon ordering a handgun through another shop and it took longer than expected (their expectations, not mine).
